Seems to me that it isn't just about taxing for revenue purposes. It is also because the American solar panel companies that Obama supported are union shops, and he is nothing if he isn't about protecting his union buddies from having to compete in a capitalist marketplace.

He has to protect the socialists, even if it means higher prices for families struggling to get by.

I think your title is a bit misleading. Import tariffs have long been used to protect domestic interests. I think what's really at the heart of the issue here (Flame Suit) is that the article has the President's name on it.
