I have a friend who lives in N Carolina that is active duty military, so I think he is still able to get a Texas CHL as a resident or one from NC as a resident--I think.
If you want a CHL that covers a lot of states, with TX included, and beat the $140 price tag, what states should he get?
I know I could look it up, but I thought there may be some of you out there in computer land who might already have the answer.

From what I hear, Utah and Florida are the most comprehensive, with Utah being the cheapest to obtain. You do have to take a Utah-approved gun course of some kind but I don't believe you have to be in Utah to find one of those. I think some basic NRA safety course might even suffice.
