Someone told me that Colorado will no longer, or plans to no longer, recognize out of state CHLs (like Texas). I have done a web search and can find nothing mentioning this. Anyone have any info?

Short version - they don't recognize "non resident" licenses. What that means is that if you are a resident of Texas, then a Texas CHL is valid since it is a resident CHL. But the same Texas resident would not be valid if the only CHL he had was one from Florida - a non resident CHL from Florida.
