I've had a mixed bag with both ticket agents and TSA agents. The ticket agent is to verify that the gun is unloaded at the time of declaration. That means that the passenger is to handle the weapon, show empty mags and rack the slide on a semi-auto to verify that the chamber is empty. However, once in Austin and once in Salt Lake City, both with American Airlines, the agents didn't make this verification. In addition, the SLC agent insisted that the card go inside my travel safe where it would be inaccessible to anyone inspecting the bag.

As others have noted, the declaration card is to go on the outside of the locked carrying case, with both placed inside the luggage. I, too, have had more than one TSA agent and/or ticket agent insist that the card go inside the locked safe. This is ridiculous on its face. Once, in Louisville, KY the ticket agent required me to complete 2 declaration cars, marking one as "Duplicate", and place it on the outside of the safe wth the other "original" placed inside the safe. The training is deplorable. I spent some time with the TSA supervisor at the Jacksonville, FL airport having him explain the rules, but the individual agents at various airports evidently haven't gotten the same memo as he.
