It may come to be but I am having a hard time finding information.

Maybe a month ago I ran across a news article, post, etc. indicating that due to some court ruling California may be forced to issue non-resident concealed handgun permits or honor other states permits comparable to their own. I thought I had bookmarked or saved the information, but can't seem to find it now. I plan to email the two websites I know of that keep up with this sort of stuff to see what they may know or have discovered.

Normally, being a born and raised Texan, I would not set foot in Communist California unless I had to, but I have a brother and nieces who live there so I do visit ever so often. Still trying to get them to pack up and move to Austin where the politics would be the same, but at least they would be in Texas.

I did spend some time there when in the military back in the early 70s. Gorgeous state - crappy insane politics.

If there is anyone on this forum is a super duper researcher, I would appreciate any info you can dig up on the subject.

I have not reviewed this, nor do I verify it accuracy. However, I did find this result online when I searched for your query:

If you read the actual order (nicely linked above), it does not say that a new process will be published in 21 days. It says that within 30 days the plaintiffs and the defendant (Los Angeles Sheriff Department and California DoJ) have to submit, to the court, a proposed order implementing the injunction.

But furthermore, this injunction does not change existing state law, which includes for example that the gun (make, model, serial) needs to be listed on the CCW application, and needs to be registered in the California registration system (called DROS) to the person owning and carrying it. And a non-resident can not DROS a gun in California. To actually allow a non-resident to be issued a CCW permit (not to apply for one, but for it to be issued) will require changing that law, and probably several others. That in turn requires either legislative action, or yet another court order.

And: This order is by the first-level judge, a district judge. It is very likely to be appealed to an appeals court, which will cause at least another few months of delay. This will not take effect for quite a long time.
Your best option for personal security is a lifelong commitment to avoidance, deterrence, and de-escalation.
When those fail, aim for center mass.
