Alert: Firearms Being Shipped to California FFLs Face New Regulations
As part of a new California Firearms Licensee Check (CFLC) program,
effective July 1, before a Federal Firearms Licensee (FFL) can ship
any firearms to an FFL in California, the shipping FFL must first
receive the approval of the California Department of Justice. All
shipments of firearms to a California FFL must have a verification
approval number from the California DOJ. To obtain approval, the
shipping FFL must have the California FFL's five-digit Centralized
List number and fill out an application and provide the invoice
number and quantity of long guns and handguns to be shipped. The
application process will be available to FFLs online and via
facsimile or telephone once the FFL is enrolled in the CFLC program.
The CFLC program is the result of AB 2521, sponsored by California
Assemblyman Dave Jones. It was quietly signed into law by Gov. Arnold
Schwarzenegger in 2006. The National Shooting Sports Foundation
(NSSF) and the California Association of Firearms Retailers (CAFR)
are aggressively working to seek a resolution to this burdensome and
onerous regulation. "This is a bad law that will needlessly burden
the lawful commerce in firearms, imposing heavy costs that will harm
California's firearms retailers while doing nothing to reduce crime,"
said NSSF Senior Vice President and General Counsel Lawrence G.
Keane. "NSSF and CAFR are actively engaging legislators and the
attorney general's office to address this very serious problem."
NSSF and CAFR will keep retailers updated via legislative alerts.

Back in Google's early days, I had the opportunity to work for them. I would have adored working for that amazing company (especially back in their startup days) but I realized I wouldn't bring my family within a hundred leagues of Kalifornia. Time and again, stories like this verify that I made the right decision to stay out of there.

I had to decrypt the notice my buddies range got last week from BATFE re:CDOJ and it took a while.
1. Register your FFL with California Department of Justice.
2. If sending a gun to Kali, notify them of who is receiving FFL (and customer?) and gun being shipped.
3. Await approval/denial letter (email, fax or snail mail).
4. Ship (or don't ship) with copies of FFL and approval letter.
5. Keep copy of approval (or denial) letter on file.
This begins 7/1/08 and there is a "shortcut" for FFL approval for those that will need to ship right away.

As reported, there are three curious exemptions. First, C&R (Type 03) FFLs don't have to go through this process, and neither do Type 06 (ammo manufacturers). I don't know why a 06 FFL would be shipping a firearm to a California FFL, but I suppose it's possible.
The third exemption (which isn't mentioned, so it might not be obvious) is for non-FFLs. The sender doesn't need a license for interstate transfers, only the recipient.
