Being from Nebraska and my mother still living in Omaha I travel there frequently so I have been watching this transpire. I notice Gov. Perry has given NE CHL holders reciprocity right away but NE has not responded in kind and I really don't expect to see it anytime soon. In my opinion the NE legislation is watered down by one area. It states that any city may opt out of the concealed carry law and Omaha has already stepped up and opted out. So it seems to me it is not very strong legislation if the State is allowing any city to opt out.

Any other opinions?

You are correct. Texas had a similar problem until the legislature passed a pre-emption law.

I have relatives in both Omaha and Lexington, so I looked up the laws while waiting for my CHL. I was rather disappointed. I can't carry there, and there is no out-of-state license available. Fortunately, Lexington is relatively near Kansas, so I wouldn't have to disarm until I was pretty close, but it's still disappointing that I won't be able to carry when visiting. Anyone know if there is any movement towards better legislation in Nebraska?

I will be watchubg things also. My family lives in Omaha so I travel there alot. Just got back yesterday. While I was in Omaha I just left my gun at my mothers house and put it in the trunk till I crossed into Kansas. IMHO, Perry should not give a state reciprocity if they will not do the same for us.

Reciprocity is for the citizens of the state who are visiting Texas. It's not a favor to the government of the other state.

I understand that. But, if Texas give reciprocity so easily. There is no incentive for Nebraska to give reciprocity for Texas citizens. My thought is then the citizens of Nebraska would be more likely to lobby for us if it gets them something. As it stands, a Nebraska citizen, if approached for support, could just say "What do I care, I can carry in Texas so it doesn't matter to me if a Texas citizen can carry here."

I think that is the last thing on their mind, right now. Look at their current laws, They just passed the CCW legislation, but their are so many restrictions that its hardly even considered as being a CCW state! There are endless restrictions on where carry is allowed, plus municipalities can restrict carry. They have to mature in their laws before they can reciprocate. It's a battle of the government officials vs the legislature. Not the citizens.
Besides, Nebraska laws are currently MORE restrictive than Texas so it's an easy allowance, once NE gets to or near the level of Texas then we will see reciprocity.

I think Texas gives reciprocity as an 'act of good will' to show the other state they are 'doing the right thing'. Nebraska needs a pre-emption bill and the Omaha/Lexington issue will fade into the sunset.

Rome wasn't built in a day.. and even the Texas law is still evolving for the better.. still has some way to go, especially the 30.06 signs on parking lots and how an employer can ban guns from his employees in the parking lot.

I am am not a lawyer and I am still trying understand the full impact o the last legislative section, but I think that 30.06 signs are basically invalid while they are kept concealed in a car.
My reasoning ..

Currently put, even more clearly stated after Sept. 1st. We aren't carrying under the authority of our CHL while in our cars. The laws state clearly that we are allowed to transport concealed handguns and other weapons in our car if we can legally purchase them, we are not gang members and not breaking any laws.

The 30.06 only applies to those who carry under the authority of our CHL.

I'm sure that those who have a better understanding of the law than I will have some input.

We shouldn't attempt to punish Nebraska citizens for the foolishness of their officials. I would hate to see a NE CHL holder killed while visiting our great state, simply b/c he/she didn't have a weapon.

Texas is still improving too. It takes time. We didn't get everyting we wanted in this recent legislative session, but we got most of it.
Nebraska will improve, but it will take time. A little encouragement from us couldn't hurt.
