Exactly. When HB3639 comes up in the House, they can substitute SB1581 and consider that instead. I don't they have to, but it's standard procedure. I expect they'll substitute the Senate version, then the antis will start trying to gut it with amendments - same as they did with SB321. In all likelihood yes.
