Exactly. It's all theater. The question here, as almost always is the case, was asked for the purpose of eliciting the scripted response. Rove or his people wanted the question asked so it could be answered the way it was, and probably rehearsed it with the interviewer beforehand. Guys like Rove don't go on TV to say things they don't want said. Unfortunately, a powerful and influential leader among many of the GOP. He has amassed a tremendous amount of money in his PAC and that gets today's politicians' attention.
