It takes a 2/3rds majority (21) to suspend the rules to bring a bill up for a vote out of order, but it only takes a simple majority (16) to pass a bill once it gets to the Senate floor.

I think we can also count on Whitmire and Huffman, both of whom voted for it in committee, so that makes at least 16.
