So, no one is allowed to 'fight back' and both participants are equally guilty.

No physical resistance allowed seems like grammer school, zero tolerance logic.

I don't see how you got that out of what was said. If it is self defense it is different from a mutual combat situation, which is what I thought the OP was asking about, and in such a case unless ones behavior crosses the line, causing sever injury or using excessive force, you are pretty safe from legal action.
