First of all I don't think it will happen. I hope it doesn't. I don't think you have to worry about rioting from people who sit around waiting for the government to hand out free phones.

IMO, any civil disturbance would be in the big cities, the same as past riots. Living in Podunk, TX would be the best place to be. You can sit on the porch with your shotgun and can watch it all on TV.

I don't know if anything will happen or not, but seriously? Who do you think was rioting recently in the UK? They not only had free government phones to organize their activities, they also got free bus rides from place to place. If there are riots it's not going to be working people out rioting.

This is actually my concern. I'm in a nice neighborhood in West Houston, but not too far are a large group of apartments with folks whose rents are still paid for by "Uncle Sam". Literally, even today, there are people getting free rent from Katrina 'funds' (as if they actually existed).

These people are not the happiest people. I've witnessed episodes at a smaller grocery store that's in between our homes and the apartments. They're angry folks.

My concern is that group of people, hitting their courtyard and getting riled up... then taking a mob scene into our neighborhood to take out their anger on those of us who are actually paying taxes. It's too close for comfort. The apartments are about .5 miles? Maybe...
