The Dick Act of 1902 H.R. 11654 can't be repealed ( Gun Control Forbidden) Is the Trump card Enacted by Congress Further asserting the Second Amendment Rights. the Dick Act of 1902 also known as the Efficiency of Militia Bill H.R.11674, of June 28, 1902, invalidates all so called gun Control Laws. It also divides the Militia into three distinct and separate entities.

Yes and no.

"Be it enacted that the militia shall consist of every able-bodied male citizen, respective of States, Territories, and the District of Columbia and every able-bodied male of foreign birth who has declared his intention to become a citizen, who is more than 18 and less than 45 years of age, shall be divided into three classes; the organized militia, to be known as The National Guard of the State, Territory or District of Columbia, or by such other designations by the laws of the respective States or Territories, as may be given by the laws of the respective States or Territories, the national voluntary reserve as provided in this act, and the remainder to be known as the reserve militia."
So the Dick Act (sited as passed in 1902 but seems to have actually been passed in January 1903) did create 3 classes of Militias. However, this is just a law. And any law Congress passes can be amended or repealed by Congress simply by introducing a bill with the changes and getting it passed. Not even the Constitution is safe from being changed. The requirements are just more strict for amending the COTUS. So the "can't be repealed" mantra is pure bunk.

How is that working in New York, Los Angeles, Chicago and DC? Not to mention COE land and post offices.
