CHL License Plate

Did some law take effect or is it just a coincidence that my new plates have the letters CHL?

Are the CHL license plates color coordinated with a CHL badge and sash?

I believe they are going in alphabetical order, a friend got one of the first new plates and it started with an A, then another friend got one and it was B, then two guys I work with got new pick ups at about the same time and they both got CCL.
