Dogs must now be on a leash or behind a fence while on or off property. Previously, a dog could be off leash if under effective control, such as voice command.
These changes come in light of an increasing amount of incidents reported of animals at large acting aggressive toward residents and other animals....

This was called "fun" when I was a kid. When my next door teen neighbor came back from squirrel hunting, he would give us kids the squirrel's tails. We'd tie them to the very back of our bikes and ride up the street -- the dogs would go absolutely bonkers, barking and chasing us.chasfm11 wrote: ... It was great fun -- until we got to the end of the street where it connected to the highway. At that point we had to turn around and try to get back through the big pack of dogs we had stirred up.![]()
