According to court records obtained by Eyewitness News, [Robert] Soliz, 24, was out on bond for unlawfully carrying a weapon in a motor vehicle on Feb. 15 when he was arrested.

He was given a $100 bail for that charge. In 2017, Soliz was accused of threatening his girlfriend at the time with murder.

[Sergeant Sean] Rios was killed Monday afternoon in the 7900 block of the North Freeway after police say he engaged Soliz in a gun battle. After being shot, Rios ran into the Taj Inn & Suites motel looking for help and collapsed. He was declared dead at the scene.

The now freed man was out on $100 bond when he killed the officer in a road rage shoot out.

Saw that on the news last night. There's understandably a very high evidentiary bar for capital murder--the DA didn't go after murder of a peace officer, which I think was probably the right call--and the humanitarian in me has to believe that the jury was close to a conviction, but that there just wasn't enough to reach intent "beyond a reasonable doubt." My guess is also, considering how Blue Harris County is (how the heck did we re-elect Dora the Explorer as County Judge?!), that the DA's office will not pursue lesser charges. We'll see.

But Soliz fled the scene after the shooting without stopping or calling 911; that just always screams "innocent!" to me. He was captured some 24 hours later at a traffic stop. At the time of the shooting Soliz was 24 years old and already had 7 charges on his criminal record, three of those involved unlawful carry of a weapon; one was a terroristic threat. He was out on his 3rd weapons violation--3 Dec 2020, unlawful carrying of a handgun in a motor vehicle--on a measly $100 bond (his 3rd weapon offense, mind you) when he used the gun he was unlawfully carrying in his vehicle to kill Sgt. Sean Rios.

Sergeant Rios was a Marine, a 25-year veteran of HPD, came from a law enforcement family, and had four children...9 to 17 at the time of his death. May God bless and protect his wife and children.

I don't really know for certain why it happens but we have the same problem in Dallas county. All the suburbs vote red but for some reason, Dallas county ends up blue. I don't get why so many major cities keep voting for democrats. It is suicide by politics.
