Call me crazy but I don't think that there has been a free and fair election in Philadelphia in decades. I lived in that area and worked in Center City in the 1970s. it was corrupt even then and has gotten worse.

I have told people that I don't think there has been a truly free and fair election anywhere in the US since the thugs in NYC figured out how to intimidate and buy voters in 1850 in Tammany Hall. This is one of the few areas where I have to admit NYC did it first and Philly followed in their footsteps soon after.
