I have fingerprinted a fair number of 18-20 yr olds in the past few months who were obtaining their LTCs. Curiously, they’ve been males only so far. In the interim until 18-20 yr old carry becomes more normalized—which is my desire—I would feel comfortable doing a private sale to someone in that age group if he or she could show me an LTC.

My opinion is yes. I have not read or seen anything otherwise. But remember, there is a good possibility that they may not have legal status outside of Texas. Also remind them that they will be required to carry concealed only until 21.

I assume you are speaking of on campus. Because I have never heard of an Open Carry restriction on LTC only for 18-20.
