Texas non-resident CHL

The CHL section of the DPS web site has a link to an email address for questions concerning TX CHL (chl@txdps.state.tx.us). I sent the following email to them a week ago. Since it appears I am not going to get a response from DPS I thought I would post it here for comments.

Email sent to DPS:
I have a relative whose home state is Minnesota. He is retired and plans to make Houston his “Jan – Feb winter� home, but not his permanent residence. Since his Minnesota CHL is currently not recognized by Texas he needs to determine his best option for legal conceal carry in Texas. We assume the only legal options are obtaining either a Texas non-resident CHL or a non-resident CHL from a state recognized by Texas. This leads us to a few questions that we are unable to answer by reading all the various info on the TX web site.
1. Is there any active process in motion for Texas to honor a Minnesota CHL?
2. Does he have to attend a Texas CHL class to obtain a Texas non-resident CHL?
3. I have read that Texas honors non-resident North Dakota CHL. Since ND is very close to his home in MN it could be good option for him. Can you please confirm that my info on Texas honoring a North Dakota non-resident CHL is correct.
