? about Texas Reciprocity

I don't live in TX, but am trying to find an answer for a relative of mine who does.

I know TX honors the Utah non-resident permits, but do they honor them if the holder is a TX resident without a TX CHL?

I am from Indiana, and while IN honors all licenses (even foreign) they do not honor non-resident permits IF you are a resident of IN. Basically they want to make sure they get their $$$$. I tried searching for this, but since it is such a corner case, I was having trouble finding an answer.

Texas makes no distinction about residency for people carrying under valid out of state licenses that the state honors. A TX resident can carry in Texas under a non resident Utah license.

Thanks, if this really is true, I will probably recommend he just get a UT permit since it is much easier and cheaper to obtain.

First off, welcome to the forum.

This is factual. However, there are some differences when carrying. If you have a Texas resident CHL, then you are exempted from the Gun Free School Zone and can carry on school property per the guidelines for a Texas CHL holder. A non-resident license does not grant you that exemption.

Also, if stopped, a LEO may not be as familiar with a non-resident license being valid for a Texas resident and there may be some explaining to do. Many folks carry a copy of the reciprocity agreement with them.

Other than that, it is valid and quite a few folks carry every day on non-resident licenses.

I figured there had to be SOME reason people would get a TX CHL when a Utah one is so much less expensive, easier to get, and easier to maintain. I'm in Indiana and it costs $75 for a lifetime license to carry handgun and all it takes is a 10 minute trip to the local LE office to get fingerprinted and pick up the application. We have nice things like open carry, but crappy things like screwy school zone laws (basically there is no way to know when you are on school property and it is strict liability) and no transporting pistols (even unloaded locked in the trunk) without a license.

His wife is a teacher, so it might be a good idea for him to just get the TX one in case he happens to end up on school property.

With a Texas CHL he will just have to make sure he doesn't carry into a building or onto grounds where a school sponsored event is taking place. He will learn that in class when he takes the course.
