City Hall carry

My small town city hall is a multi-use building that does hold court at certain times each month. The court clerk operates there daily to handle violations processing and such. Does that exclude the building from carry at all times? I'm specifically interested in the city council meetings in the council chamber that is also the court room when court is in session. A council meeting in the council chamber would never occur during a court session and council meetings begin at 7pm when the court clerk is no longer operating either.

I would say the courtroom and the area of the building that the court clerk uses are off limits all the time. That would be my interpretation of 46.03 (a) (3).

But this was a quick review and I may have missed something.
