For the curious Transportation Code mandates activating a turn signal 100 ft before the intersection.
§ 545.104. Signaling Turns; Use of Turn Signals
(a) An operator shall use the signal authorized by Section 545.106 to indicate an intention to turn, change lanes, or start from a parked position.
(b) An operator intending to turn a vehicle right or left shall signal continuously for not less than the last 100 feet of movement of the vehicle before the turn.
So even if someone is stopped at intersection and then turns on their blinker to turn when they see me, I still have a good stop on the vehicle.

Nothing ticks me off more than when I am waiting patiently
at a stop sign for an approaching vehicle to pass, so that I
can execute my turn without interfering with their forward
motion.....
and then they turn into the street on which I'm waiting without
using their signal!
Usually they are on their cell phone, but even though they are
driving a slushbox (automatic) and could signal easily,
they don't even have the common courtesy to let me know where
they are going.
I drive a stick shift and can be drinking a spring water, shifting,
steering, and can still manage to signal at an appropriate distance
from where I am turning.

At which point I usually say something I can't repeat here and tell my wife, "That car must have came $500 cheaper without it's blinkers."

I have noticed that drivers in Texas will only use theur turn signals when there is not enough room in front of you. They will turn on their signal and change lanes in front of you forcing you to slow down. if there is enough room in front of you they will just cut in front with no signal.

Be careful. Remember that the law does not require electric turn signals. Hand signals are still legal in Texas. Motorcycles are not even required to have turn signals on them (by state law or for inspection).
I got taught this lesson when i was a young rookie and another officer did not use his signal for the turn (well, I thought not). He said he had used his hand in an upraised position to indicate a right turn and I could not see it since I was sitting slightly to the right of the truck he had been driving. I couldn't prove he was not honest, but I always rememebred to watch for hand signals before I said there was no signal used.

True. Signaling by hand 100 ft prior to the intersection in 31 degree weather would get old quick.

I wish there was a push for passing out tickets for failure to use a turn signal. It would make driving a whole lot safer.
