Well in our case, my wife's Texas CHL has lapsed (hold back the gasps gentlemen and ladies!)...

We saw the opportunity to obtain non-resident Utah permits, with llwatson's class a short while back...And understood she (wife) could carry on that till we "both" renew our Texas certificates...

Strategically it would give us a 5 year anniversary to renew all of our permits at the same general time in 5 years...In 2012 I believe...

So it kinda works out...

But if you can carry on a non-res Utah in Texas, even though you "live" in Texas...Doesn't seem to be a bad thing...

But I do see what you mean though...

Not any longer. This used to be a requirement, but now a person can apply as a Texas resident when he/she moves here with the intent to be a resident. Evidence of such an intent can be getting a Texas Driver's License that an applicant will need anyway (or an official DPS ID card).

If your Texas CHL lapses, can you still take the renewal course, or do you have to take the intro class again?

You can renew your CHL up to one year after expiration. Just make sure your application is in the DPS Austin Office by the 365th day!

I've had a Texas CHL, but while working out of state, I let it expire and didn't get around to coming back to Texas to renew it. I am currently looking into getting a Utah CHL because it allows me to legally carry in Washington state. I have some friends up there that I sometimes visit and I figure it might be convenient if I actually was legal when I was carrying up there for a change. The fact that it also is cheaper than the Texas one is definitely a plus.

Utah is a nice place also. I visit there at least once every year or so for a week or two of skiing during the winter.

The one thing that irritates me though is that Florida does not accept a non-resident Utah permit. I go there every couple of years also and as such, I still might end up having to renew my Texas CHL. My wife has a Texas CHL and I sat through the class with her when she was getting hers about a year ago. I even got the paperwork filled out, but I kept forgetting to send it in... It took the DPS a year to finally get her CHL back to her. I don't know if they are any better now, but back then, they were really slow.

They seem to currently be running about a month, or maybe a bit more -- nothing like the four months plus they were taking last year.

So, wouldn't the exhibition of good conduct by Utah non-resident licensees be incentive to adopt the same requirements for TX-CHL? If it is shown that there is no "wild west action" or "blood in the streets" with Utah NR permits then there should be no reason to keep the current restrictions for TX-CHL.
Granted, there is probably no way to know how many Utah NR licensees there are in Texas, but if there are no bad occurrances then that should say something. The reason there aren't that many Utah NR licensees is because it's not as well known. Being a good Texan doesn't necessarily mean handing over more fees to the government. Let the State government know how you feel with your vote AND your pocketbook.
I have a TX CHL and am up for renewal, so I will get a TX CHL, but I don't like paying the extra fees.
I believe there is safety in numbers..
numbers like: 9, .22, .38, .357, .45, .223, 5.56, 7.62, 6.5, .30-06...

I signed up for a class for the Utah CHL. I am NOT behind on child support or taxes! I disagree with dead-beat Texas parents being able to take advantage of this. I am taking the course because the instructors focus mainly on Texas laws, and because it's a LOT cheaper. No range time, no ammo. cost. I would rather give my money to Texas, but not for the difference in cost and time. I did like seeing most here are respectful of other's opinions and rights. Got somewhat 'attacked' on another board on this subject.
I am in my upper 40's and have a family. With all the recent publicity, most cops are going to be aware of the Utah CHL, and I'm not out breaking laws to start with.
Some people judge others for being cheap and lazy. Some people work and don't have a lot of free time. And some of those people are actually smart enough to save some money and talk to their state representatvies about the issue.

If this is accurate, I do not think it follows what Utah says the instructors are supposed to do....

This map may need updating, or I am reading it incorrectly. I believe Kansas and Texas share reciprocity. The below is from the TXDPS website:

"January 30, 2007 Kansas

Effective immediately, Governor Perry has issued a proclamation that allows persons with valid concealed handgun licenses from Kansas to carry in Texas. All Kansas license holders will be required to follow Texas law while carrying concealed in this state including age restrictions and type of weapon permitted. The Kansas Attorney General's office has determined that the Texas Concealed Handgun License Standards meet "the equal to or greater standard" for recognition. Therefore, Texas residents with valid Texas Concealed Handgun Licenses may carry concealed while traveling in Kansas and will be required to follow Kansas law while carrying concealed in that state.

PLEASE NOTE: Non-Resident Texas Concealed Handgun Licensee's WILL NOT be allowed to carry in Kansas"

The instructors cover the Utah laws to meet those guidelines, but focus on any laws that may differ between the two states as well.
The instructors are certified in both states. Per the brochure, the laws very little from each state. Much of the class
focuses on responsible use of deadly force.

Another question I have been tossing around after reading many threads with Texas CHL holders being disarmed just to run serial numbers on guns.If you have a Utah CHL only, then at the stop you don't have to give the officer your CHL (you an carry under the MPA and that does not require any extra notification), him running you should not bring up the CHL from out of state and he may be blissfully ignorant of your handgun and not conduct a search on it. As I understand while you are required to show them your CHL, the penalty has been taken out of the books, so there is no real consequence, except if they run your DL and the Texas CHL pops up and then they get mad, but if you had a Utah only, would that even show ?
