CHL In An Open Carry State
Question: If a person is licenced to conceal carry in Texas, can they open carry in an open carry state like Kansas? I think not but am I wrong?

If you're carrying under the reciprocal agreement with the other state, you must follow the laws of the state that you're in. To be a little more specific, you have to make sure that a reciprocal agreement exists in the first place. The devil is in the details.

The only exception that I know of is Indiana. The way their laws are written you can only carry according to what your license/permit is called. If "Concealed" is in the license an out of state person might not legally be able to open carry there. In Indiana the license is called or referred to as a License to Carry A Handgun. It doesn't specify concealed or open. In Indiana a license is required to carry open or concealed. This info is two years old so it is possible it has changed.

Hmm, interesting -- though I'd point out that you're STILL following the laws of the state that you're in. I didn't mean to suggest otherwise. Yes, the state you are in are the laws you follow. I only posted because it is unique, as far as I know, to have OC eligibility tied to what a issuing states license is called. A Texas CHL can get around this with a PA Non-Resident License to Carry. I hope you and others clearly understand THE POINT of the post now. Thank you for letting my know I was not clear.

There are also a number of states in which OC is legal regardless of CHL status or reciprocity agreements.

Kansas allows OC without a license. Having a CHL from Texas allows one to CC and also some extra perks for OC that someone without a CHL or CCW, in Kansas, cannot. We can OC in our vehicles and some areas that are off limits to the unlicensed.

Well, I did say some. Just reading some of the posts there may answer many peoples questions just like here. However, I have asked two questions there and neither have been answered. Preaching to the choir here, but they are not the most friendly bunch. I don't know why, but they aren't. Some are very nice, but their members are spread around the country so much that there is an even wider set of personalities than there is here.

Beware of assuming that the laws of the other states apply as if you had the other state's license. Indiana is one example of this. Reciprocity works both ways. If the state allows open carry with a license, remember you only have a license th carry concealed, thus open carry for you is not allowed. The same applies if you have a NSA license, revolver only. I understand this to mean that you can carry in a reciprocal state following their laws, but only with a revolver.
This is the way I understand this issue. I have checked with other states and have received info supporting this. No one has ever specifically indicated this is not so, except to express an opinion. So, be careful if you want to try. If I'm wrong, someone please provide specifics, not just an opinion.

Good point Tomc. Another example of this can be found in our own state. With my Texas CHL I can carry within 1,000 feet of a school, but someone with a recognized license from another state cannot.

That is how I understand it. In order to obey their law we have to know enough about our own states license or non-residence license not to get into trouble. I mentioned carrying in Indiana on a PA LTC but I don't remember ever checking if IN law requires me to carry on my own states license though I have more than one. Something I need to do.
