It may be worthwhile to point out that the original concept is similar to a state law passed in California and signed by the governator but implementation delayed by the courts.

I'm also curious on your data that "stores" are where bad guys get their ammo. Wheres the evidence for that, or is it just anecdotal?

No way shape or form. the government is already too involved in my life. I do not support any measure that gives them greater control or influence over me.
Why would you ever support such a measure? Gun control in any form DOES NOT WORK! It does not keep bad guys from obtaining guns, what makes you think that it would keep them from getting ammo?

Instead, concentrate on making it easier for the ‘Good Guys’ to get weapons, ammo and training.

They would have to check on reloading supplies, brass from ranges, anything that could melt lead, gun powder etc... where there is a will there is a way.

No. All it would be is another useless EXPENSIVE govt. program that would have a greater negative effect on the law obiding citezens rather than the group that it was intended for.
