Parking Lot Bills ?

Would someone please explain to me why there are two parking lot bills.
I've read the text of both HB681 & SB 321 and I don't see the difference.
Trying to keep up with this subject matter is new to me so please excuse my question if it seems stupid.

I think HB681 is the bill in the House and SB321 is the bill in the Senate.

And there is only one now. The senate passed their bill first, so when the house bill came up for debate, the first thing done was to substitute the passed senate bill. This process of two identical bills allows the bill to be passed by both houses much more quickly, and lets either house take the lead on getting it through.

And now there is only the one that is going to Gov. Perry to sign. Senate approved the commitee recommended one and it should be law as of Sept. 1st!!!!!
