Ironic considering they issue the most CCW's nation wide because of their out of state permits.

My understanding is that was intentional to drive demand for their nonresident license. That is, to become the nonresident license of choice for people who live in may-issue and non-issue states, and make a few bucks along the way. At least that's the story I hear from kinfolk in the gunshine state.

CO, FL, MI, ME, NH and SC ... If they honor a permit, the holder must be a resident of the state that issued the permit. Non-res is a no-no for these states.
I got my TX permit specifically for CO. Otherwise, I would have just kept going on my FL permit only.

I agree that the TX permit is far too expensive and the class was not any better than the class I took in NC.
FYI... FL accepted my NC class certificate as proof of training and did not require another class. IMO, TX should do the same.
If TX wanted to bust chops, they could make you take the written test to be sure you covered the TX laws. Let you read the CHL-16 on your own for free, then take the test for some nominal fee.... IMO, YMMV

If you have your Texas CHL and a Texas resident can you still reissue your Utah license? Ive heard different answers to this.

My understanding is yes. Utah will only issue out-of-state if you already have a home in-state CHL.

That's only true if you live in a state that recognizes Utah's permit. If you live in say, California or New Mexico, the home state doesn't take Utah's license and you're OK. Basically, Utah only did this so more states wouldn't drop them.
