A seamless surveillance system is the apparent target of the Obama Admin by wanting drones used by LE to be under the authority of the DHS:

It may very well turn out to be a valid assumption, but I don't believe it is a probable assumption. Too soon to tell. My son has a DJI phantom with a GoPro camera on it. They should be illegal, lol. He can program waypoints into the GPS unit and it will fly to and then loiter, hit another waypoint or return. I told him that in some circles it wouldn't be called Phantom, it would be called Target.
