Major advancements for Texas CHL holders

So I'm a little confused & hoping someone can clarify one of the new house bills.. The HB 48, the one that deals with renewals.. Does this mean no one ever needs to take a renewal class? (shooting/classroom) Even 1st-2nd renewals? Just trying to get a crystal clear understanding? Example, if I'm a regular Joe & coming up on my 1st renewal, what all would I need to do?

It's my understanding that there will be a some kind of "on-line" course to renew. No required "classroom" course.

No class. Just complete the renewal application and send in your money.

I believe the fee is being further reduced to $25 for veterans. (ref: HB485)

The problem with the one instructor's plan was that the class was a one day class and the range portion would be after about 8 hours in the classroom. That would violate the statute, unless the instructor told the students they were free to leave after 6 hours, then come back for the range portion. However, to make this work the instructor would have to give the written test after 6 hours. Otherwise, the classroom portion of the course would be greater than 6 hours, i.e. 6 hours plus the time spent on the test.

I'm thinking of doing the reverse starting September 1. Teach a personal protection style class in the morning. Teach the new short CHL class in the afternoon. I'll keep the CHL class price the same but students who pass the personal protection class get a discount for my CHL class equal to the cost of the PP class. Discount to be valid same day or in the future. I might change the plan after I see how it goes but my class is already cheaper than the DPS fee and I'm not interested in competing with the $50 guys. There's easier ways to make a buck.

We are considering starting the day with a Basic Handgun class.

If you need that, then come in the morning. If you don't, then come at 1:00 for CHL only.

I think this is the direction we are headed too. But, we are thinking once a month starting early on a Saturday to give the early morning folks a class time too.

Yes. I thought we would end the Basic class at the range, and start the CHL class there, so we only have to go once. I am sure this will require some tweaking, but that's the thought for now.

That would mean that the regular students would not have the range instruction or safety rules explained to them prior to shooting. You know there will still be inexperienced students showing up for the CHL only class.

Missouri really needs a preemption law. They were fighting over open carry when I lived there back in the 90s because of the patchwork of local laws.
