Hard to tell, but it looks to me like it is just the "exchange of experience", meaning you see how the other deals with those situations and see if there are thing done by the other that are better than how you do it. Maybe some cross-training to bring back lessons learned from each other. I don't believe it means that they will be using Russian troops to provide security at US events. For me, there is a major line to be crossed - or not. I know that foreign troops have been trained in the US for a long time. I've always assumed that training took place on military bases - read this as Federally owned property. I don't have any problem with troops, not in uniform, not in any sort of formation and certainly not armed, attending a US event. If one or more of those parameters is changed, I have a big problem with the situation. One doesn't need to have a uniform on or a gun in their hands to do an information exchange. I think you can read it that way, but it would be clearer if the word "provision" wasn't there. I've no clue if this is germane, but when I was in the Army we trained alongside many different nationalities.
My best bud was from Columbia.
Some of the other nationalities being trained: Chinese-Danish-Mexican-and others I can no recall...

NO Russian officials and law enforcement will not be acting as officers, coordinators or any official capacity, but as observers, planners and reviewers of contingency plans for emergency response to disaster conditions, response to mine collapse and how to most efficiently coordinate, plan and execute mass gathering security for public events as well as political events.
We have been told that there have been and will be observers of our training for Military Response to Civil requests for augmentation to disaster response, these people should in my opinion not be allowed to see everything we do same as we shouldn't see everything they do as a matter of OPSEC however nobody asked me what I thought. They do not get to see any of the military training we do but do see and critique our response methods, plans and scenarios to disaster conditions be it natural or man made.

No one wants to see a repeat of the Munich Olympics. Cooperation between the U.S. and Russia in counter-terrorism activities is directly related to that concern,
I for one would not want to see our athletes, or those of any other country, held hostage by terrorists. Nor would I welcome the standard Russian response to terrorist action,
