In the past a texas ID was good enough, I have a student tha tused that and it kicked him out,..He owns proper here in the valley and lives most of the year here but also has a home in Illinois and an Illinois DL..
It seems that there have been others from out of state that got their chl with that; maybe I am wrong;
or has it been changed?

Nothing has changed. It would seem that his residence in Ill. and a Ill. DL makes him a resident of Ill. and not Texas. Maybe he should apply for the non-resident CHL.

Does his TXID and ILDL list his IL or TX residence? If both list TX, then he should be ok. If both list IL, he should be ok for a non-resident license. If they differ.....

There's no difference, a CHL is a CHL.. you can live anywhere in the USA & get a Texas CHL. It will just have your our of state DL/address printed on it. The CHL doesn't have "non-resident" printed on it at all. So in other words there's NO residency requirement to obtain a Texas CHL.

Because TX does not issue ID cards any longer to out of state residence. They have not for several years. Most likely the ID card has been rescinded by the state.
