At least citizens get a choice. For many of the fees that state agencies have to pay for permits and other licenses, there is no way around the fee...even if you pay by check or direct bank transfer (which most state agencies do). It's actually written into the law that the fee is recoverable even if the agency doesn't use the service.
This is a "sweetheart deal" for somebody. The system is set up so that whoever runs the site gets revenue regardless of who uses it.

Does anyone know how long it takes to get your new CHL with an updated address once you submit it online? I applied for my CHL in May 2014 and I am moving this July and Im afraid by the time i get my CHL i will be moved into my new place so my previous address will be invalid. does anyone know if i would still be able to carry as soon as i get my CHL and how long it will take to get an updated one and if i can carry while waiting for that new one?

You have 30 days after a new address becomes effective to notify DPS. You can continue to carry using the original license while waiting for the updated address license to arrive in the mail.

If you notify DPS of the change of address before the license goes to print, they can probably change the address on the original license without charge. At least some people seem to have done this. Once the license is printed, it's too late.
