Ironically my friend did all his stuff two weeks after I did and he got his today; mine still has yet to begin being processed according to the website. The CHL division of Texas DPS is a pretty shoddy operation if you ask me.
They are not "shoddy" at all. They are understaffed and underfunded, but they do a phenomenal job considering their mandate and resources.

Have you contacted them as you near 90 days?
I have contacted them 8 times. I've been told my stuff never arrived, then that it did arrive and I had to just wait, then that they see it arrived months ago and was sent by me multiple times and are not sure why they didn't process it, so no, I have to disagree that they do a "phenomenal job" but perhaps they are understaffed and undermanned. I don't care if it takes time, that is at least understandable, I do care when I send it multiple times and they say I never sent it, then they see I sent it twice but can't find it, then they find and have no idea why it was ignored and say they'll process it but don't, then on yet another call they say, "hmmm... it's been annotated and we see you've called about it (almost two months past) but it still has not been sent for processing. Weird," then tell me they'll jump right on it. Those things have nothing to do with being understaffed or undermanned; they have to do with a lack of attention to detail and lousy processes.

They may not be as efficient in the CHL services but they sure are on the highways. There are actually more DPS cars in the parking lot than what the picture shows, I counted no less than seven. They had just cornered a fugitive that had escaped from them a few days prior to this photo.
