Sen Estes also says he wants to keep the bill "clean" with no amendments. Good. So the next guy up says "I respect that" but I am going to offer a bunch of amendments anyway.

Respecting his request and agreeing and complying are completely different. Estes is completely correct. No one is saying this amendment doesn't have merit, but it needs to be analyzed as to what impacts to other state reciprocity it would have and offered as its own standalone bill.
