I'm curious about the "safety training" they keep referring to in this debate on Amendment 9. Are they talking about what happens in the CHL class? What "safety training" are they talking about?

Btw, if they can filibuster the bill by talking forever about the amendment, why can't they do the same for the bill itself? Is there some time limit on how long each Senator can talk about the bill itself?
