NRA docs to renew CHL Instructor???

#1

Post by Sigirl »

I'm about to renew my CHL Instructor License. Unless you're LEO, it seems to be a new requirement that you maintain a Certified NRA Handgun Instructor Certificate. Reading the DPS info, (form CHL-90) it sounds like they want a copy of an NRA original course completion certificate as well as a copy of a current NRA Instructor Certificate card, I don't have a copy of my original credentials I received from my handgun firearm instructor's training course that I completed 8 years ago. I do have a current NRA Certified Pistol Instructor card. So, has anyone renewed the CHL Instructor License recently, and what exact NRA documentation did DPS require to renew your Instructor License.

You can't renew yet as DPS will not take your applicaiton now. You should hold off until the legislative session is ended and DPS can determine what requirements will be needed to renew for CHL's and instructors per the changes that should be coming on the shortened initial class and no renewal class.

Nobody has renewed a CHL instructors certificate recently. That can't be done yet.
Send in what you have. Explain why you don't have the rest.
They claim they will let you know.

Keith,
On April 19th DPS sent the following email...

This communication is being sent to each of you regarding the CHL Instructor renewal process.

The renewal period for CHL Instructors is not set to begin until six (6) months prior to the certificate expiration. Unfortunately, a renewal notification was mailed too early to those CHL Instructors whose certificate expires on December 31, 2013. We apologize for the miscommunication and want to ensure each of you is provided accurate information regarding the renewal requirements.

Regulatory Services Division (RSD) is requesting each CHL Instructor provide a completed CHL-90 (Concealed Handgun Instructor Supplemental Information) Form (attached – also available in the downloadable forms section located on our website). The completed form may be emailed to RSD_LRS_CHL@dps.texas.gov. This will enable RSD to work with each applicant independently to ensure all qualifications are met well in advance of the expiration date. For more information regarding the requirements noted on this form, please see our frequently asked questions (#44) found on our website at: http://www.dps.texas.gov/RSD/CHL/faqs/index.htm" onclick="window.open(this.href);return false;.
Additionally, as you know, part of the renewal process includes continuing education training provided by the Department. Since there is proposed legislation that could impact the renewal training, RSD has not finalized the renewal procedures. Once the session has concluded, RSD will reach out to each CHL Instructor and provide information on the final procedures for completing the renewal process.

Should you have additional questions, we may be contacted at http://www.txdps.state.tx.us/rsd/contact/default.aspx" onclick="window.open(this.href);return false;.

I have confirmed with DPS that your current NRA Instructor Credentials is sufficient to renew and you will not have to submit your original instructor certificate. I contacted DPS several weeks ago when I saw that FAQ, because many instructors will have lost or discarded the actual certificate.

I'm asking the following because hopefully, this summer, I'll join the queue for the next Instructor's course.

Has DPS been doing any CE for instructors?

They used to. As I recall they used to have a one-day class in Austin for current instructors to renew (and requalify). They haven't required it since my first instructor's cert expired.

Correct. The law changed in 2009 to require DPS to allow instructors to renew online.

I don't think LEO is enough unless you also have instructor certification from TCLEOSE.

Instructors have to renew their certificate every 2 years. We used to have to go to Austin. 4 years back they changed and allowed us to renew 'online', take the test online. At that time, they said we'd have to come to Austin every 4 years for CE (and shooting). They have since changed the CHL-100. Apparently they anticipate having instructors shoot with/qualify each other instead of coming to Austin. OTOH, don't know how this will change since they are doing away w/the SA/NSA categories of licenses. :) (NOTE: If you became an instructor in one of the off years, your certificate would only be good for 1 year. All instructors have to renew during the 6 months after the legislature session ends.
