Better check again. According to those who have to enforce the laws, that bill does not allow open carry. Additionally, a real OC bill was in the AR legislature and it got shot down. I think anyone trying to use this as a "loophole" to allow OC is going to be in for a long, expensive legal fight. And I'm sure the folks at ArkansasCarry and OpenCarry.org aren't going to be sitting in jail with you and/or paying your legal fees.

So, gathering that the law does NOT allow open carry, what IS the intent of the law according to those who passed it? How are the LEOs who enforce going to interpret this law?

Well, it doesn't specifically allow OC. Some folks are reading it as making OC "de facto" legal because it clarifies what "journey" means. Here is the whole Act. As for the LEOs, according to the Chief of State Police and the Gov., OC isn't legal. So you can probably assume a nice ride with some shiny bracelets.
