Keeping a long story short, my wife took the class with me almost a year ago. I completed the process immediately, she didn't. We had to move kinda quickly, and her class paperwork got lost in the shuffle.

Application and fingerprints sent electronically. CHL-100 sent via mail, AFAIK that's the only way to send it.
EDIT: NM, I found a way to submit it electronically. Did both just to be sure.
