I definitely don’t plan on getting a Texas license. So I will always have the AZ license with AZ address on the AZ license. When I get to Texas I’ll change the LTC to my local Texas address but it will just be renting for three years before I move again so I’m not under any circumstance getting a ...

They're not going to match. They never have since I got the LTC. I applied for, accepted, and now renewed with an AZ DL and TX LTC with separate addresses.

In Texas, the general rule is that the LTC and driver's license must have matching addresses. But we exempt active duty military from having their DL change to Texas or keep its address active. I think you would be okay to carry in Texas with the Hawaii address on the LTC and your active duty ID ...

Looking at the reciprocity maps, I'm not sure there is even really a point in renewing my AZ permit. It doesn't seem like there is much difference than TX, other than TX renews for free for active duty whereas AZ charges $43, and TX also you can do online which seems much more efficient.
