Any person who has a special area of expertise that applies to CHL would likely be approved as a guest instructor - such as a POST or TCLEOSE certified instructor, or an attorney, or even an NRA certified instructor. You could also get permission for an NRA certified RSO to help you run the range portion.

If your guest does not offer any actual CHL instruction, but is just an admin aide to you, then they do not have to be certified as a guest instructor.
