I just went through the same process, although I moved to Oklahoma. You need to get a Texas ID card with your Colorado address as well as doing a change of address on you CHL. In order for your Texas CHL to be valid you have to have the Texas ID.

Well, just as a followup.... I requested the felony record search from the arresting county on Monday (per Rogers request). They mailed it to me, with no felonies, as expected. I faxed this to Roger yesterday morning, and last night the status of my app changed to 'Application Completed - license ...
