I have seen the same question on many official forms.
Having been the same criminally-active type that you appear to have been, I simply put down "traffic ticket- $200.00 fine paid" and the like. You are being honest and if it isn't required you can't be faulted for leaving out info.

I tried and tried to hunt down a 1999 Alabama speeding ticket when I applied for my Citizenship (in 2009). Try as I might I couldn't find any record of it. I got a copy of my TX driving record....clean as a whistle.
When I got to the interview they immediately crossed it off and said "That is a common mistake people make, that doesn't count as an arrest"
My advice would be to list it (them) and grab a copy of your TX driving record and all should be fine.

(Oh btw the timeline from applying to swearing in was about 3 months...less time than getting a CHL at the time!

I had a sniff around on another forum that I'm on, for Brits living abroad. Seems most folks did report speeding tickets etc. on their N-400. One reported being asked for copies of the dispositions, but the rest said that the officer at their naturalization interview wasn't interested in such petty occurrences.
So, best to list them, I think.
