Because the Texas legislature thought a convicted felon shouldn't be trusted in public with a firearm, but they wanted to allow even a felon to protect their own home, eventually.
It's like carrying a handgun in your car and driving through a school zone. If you're a criminal, it violates Texas law and federal law, but if you have no criminal record and are carrying under MPA, it only violates federal law. (Legal even in federal law for CHL, LEO, ETC.)
I believe the basic political division in this country is not between liberals and conservatives but between those who believe that they should have a say in the personal lives of strangers and those who do not.

If you would read the entire post you would see that he does have and attorney.
You mean to tell me that you never think "what if" and wonder about the leagalities of different situations? I find that very hard to believe that an instructor does not ponder on such things.
BTW I would never do anything to put my rights in jeopordy. That is the reason for my OP, and there is no way that I can purchase for him.

To my mind it is wholly irresponsible to go into the world incapable of preventing violence, injury, crime, and death. How feeble is the mindset to accept defenselessness. How unnatural. How cheap. How cowardly. How pathetic-TN

Have your friend call an attorney. While there are a bunch of well meaning folks on this forum, that does not equate to well informed. There are times that bad advice goes out here, none of it maliciously. In this case talking to a lawyer with Federal experience is your best bet.
No offense folks.
