Ok....is it me or does that ad say they have indoor ranges for "Black Power" guns????! I'm sure they mean Black Powder but, can't help exposing the irony.

"Should be" does not equal "is". Ever been to the Valley? Ever heard of Puerto Rico? No, you should assume it was aimed at people who speak Spanish more fluently than English. Some of them are citizens, and others are legal immigrants who can also legally buy guns.So should I assume this was aimed at illegals?

That is a huge presumption, and wrong. There are citizens that speak poor English, and many legal aliens that struggle with English. There is no requirement to speak English to visit our country.
