Do they "run the serial numbers" or do ballistic tests on guns they get in these buy-back schemes? (I don't know why they call them buy-backs - they never owned them in the first place).
Seems like stolen guns, or guns used in crimes, might get "bought back" and destroyed - lots of lost evidence, possibly.
