Utah doesn't do that. When your card is charged, or your check is cashed, is the day they started processing your application. Then give them 60 days. You should be looking for your permit around 6/14.

Unless the laminator breaks down again. Then they will send you a letter telling you "this is just as good as the real permit, until we get the machine fixed".
Yeah... try showing that to a DPS trooper on the side of the road.

Got my Utah license on the 60th day from the day they received my application.

Application received: Feb 24th
Plastic came in the mail: April 24th

UTAH:
- Total time from packet mailed to license received: 81 DAYS
- Total BCI processing time from charged to issued: 59 DAYS
UTAH TIMELINE:
- Packet mailed: 3/30/08 (Sunday)
- Packet received at BCI: 4/3/08
- Card charged: 4/14/08
- License issued by BCI: 6/12/08
- License mailed from BCI: 6/16/08
- License received in Fort Worth: 6/19/08

TEXAS:
- Total time from packet mailed to license received: 123 DAYS
- Total DPS processing time from received at DPS to issued: 120 DAYS
TEXAS TIMELINE:
- Packet mailed: 3/30/08 (a Sunday)
- Packet received at DPS: 3/31/08
- License issued by DPS: 7/29/08 (Assuming it was mailed the same day it was issued.)
- License mailed from DPS: 7/29/08
- License received in Fort Worth: 7/31/08

i sent a friendly email to utah and they responded quickly telling me i should receive mine after 10/2.

Utah appears to actually abide by their laws. They have a 60 day limit as well to issuing their permit. If appears that if they feel they can't finish processing the application in the 60 day limit, they go ahead and issue the license on good faith with a letter saying that they have the right to revoke it if some of the background checks come back with bad information. So, what ever day they charged your card, I would expect to get your license from them almost exactly 60 days later.

Just be aware that your app can sit in "the other building" for a couple of weeks that won't count toward the 60 days.

I emailed BCI this afternoon.
Dear Sirs,

First, thank you for providing the opportunity for non-residents
to obtain a Utah CFP.

On Monday, July 28th I mailed in my completed application, and I
haven't heard anything since, and my card hasn't been debited.

Would it be possible for you to confirm that it is at least
safely in your possession? And as a bonus, could you advise on
the estimated current turnaround time for applications?

BCI wrote back and said, "We received your application on 7/31 and should process it by 9/31."

A correction from the earlier post - my card was indeed charged by BCI on 7/31/08. I overlooked it someone on my bank's website.

Well, I'm very disappointed. The prints were rejected, and I even used the FAST system which supposedly never fails.

So why is a Utah non-res permit desirable over, say, the PA non-res permit that simply requires the applicant to have a valid resident CHL in another state? I can't quite figure out why one would want to go through CHL training again!
