Sure they do - they have to maintain the lines and all that. But they don't have the right to drive across the part of your property that doesn't have an easement on it (like the front yard in this case).

Yeah, here's the relevant part of the story. They can't just make their own.

The regular right-of-way... hadn't been maintained, so the guy just drove across his front yard, driveway, alongside his house, and into his back yard, leaving deep ruts. When confronted, he got snotty about having a "right" to be there.

Savesment normally run along the back where the sewer and gas run, the guy drove thru the gentlemens private property to get to the eavesment...he simply blocked the "exit" of said vehicle till the company agreed to fix their mistake

My uncle used to get anywhere from $4000 to $10000 a pop any time the Exxon guy even drove thru his yard to get to the pipeline right behind his property

As far as the utility workers, no problem. they have a hard enough job without taking and guff from unreasonable or irate home owners. BUT when it comes to news reporters and the like, All their recorting equipment had better be seriously water proof. Any of those vultures come on my property I will ask them politely and one time only to leave. If they refuse they'er gettin' a soakin'...and I don't furnish towels.

I'm interested in knowing for certain if they have any exception to come onto private property?

A survveyor would be doing work for the city/county/state government agency and therefor be an agent of said agency. A reporter is a civilian working for a company, and thus has no more rights than an ordinary Joe. You can tell them to leave your property and have police remove them from your property or use force justified under the law to remove them from your property.
You can not, prevent them from filming your property from the sidewalk or street however, as they would be on public property and can film anything from there.

I think a few people have already jumped in on this, but to confirm, in the case I wrote about, it was the utility that hadn't maintained their own right-of way, so they took a shortcut across my buddy's yard. Also, I remember from looking at the survey plat of my own property, the easements are narrow strips along the border of my property - just the border.

And there's NO law about parking a legally-owned-and-registered motor vehicle on your own driveway.

Now, if they guy had show some basic courtesy, things could have been worked out much more cheaply for the utility . . . but arrogance coupled with demands that the homeowner move his car (punctuated with profanity) ended up being rather more expensive than it needed to be.
