I just figured it out...

Officer Rivera never had a skateboard, and never got an Radio Controlled car for his 11th birthday...

I kinda feel sorry for the dude...

You're screwed if it's a lawful orderand you don't obey it. If it an unlawful order, you get off, but you still have to pay big $$$ to be the test case. So either way, dealing those guys, you're over the barrel..
