I don't think so. This looks like an actual trailer hitch and the OP does not have this. He attaches the ball directly to the bumper. However, this setup will lower the hitch height and probably level the trailer if the OP would install it. There must be a device that can be bolted to the bumper to provide a lower point for the ball, but I haven't been able to find one.

I just re-read your post and realized that you realized the OP did not have this setup. The OP may have incorrectly thought the piece in the diagram could be mounted to his bumper.

If you're not wanting to tow anything heavier and do not wish to install a full receiver hitch, you can get a step bumper receiver. It will allow you to use a drop tongue. This just bolts to the bottom of your bumper.

In regard to crossing the chains: Be sure you know why they need to be crossed (for one thing, to keep the tongue from hitting the pavement if it comes off the ball - which does happen) and make certain they have enough slack for turns.

I see many folks tootling down the highway with their trailer chains not crossed and thus not do any good at all if needed to perform...

I understood this to be the item referred to in the earlier post.
Note that you can easily exceed to the limits of the bumper with this setup, but it will solve the OPs problem, and open up a lot more options.
