you're still required, but the penalty is removed if you don't.

For what ever it is worth:
I recently was chatting with a Texas Trooper (not a stop...we were at Chick-fil-A) and I brought up my CHL. I asked him that...as I understood the law I was NOT required to present my CHL to any officer if I was not carrying? He said I was correct. I then asked him what was good protocol...and he replied...well I am going to find out anyway when I run your DL so....a matter for COURTESY and RESPECT is to tell me ahead of time...present it with your license so I don't have to wonder why you didn't tell me about and if you are now carrying a weapon or not.
When I went to the Alamo,not sure if qualified as an off limits public venue, I found the Texas Ranger there and presented my CHL and asked if it was within the CHL laws for me to carry on the Alamo campus. She responded that it was within the law....to keep my CHL readily handy and THANK YOU for letting her know.
Simply put, I just think they like it when you tell them.
